You will have seen from the exchange of telegrams (FCO telno 550 to Hong Kong and Hong Kong telno 877) that the Hong Kong Government have agreed to the declassification of their note on Child Labour in Hong Kong (attached). This should now serve as an authoritative and useful paper to show to Mr Whitaker.

I discussed Simon Davy's minute of 25 April on the telephone with him at the time and explained that the most sensible course would be to give Hong Kong the opportunity to reply to the charges contained in the Anti-Slavery Society's monograph. my minute of 6 November 1979 and Mr Quantrill's letter of 8 November (attached for reference) envisaged this. Although there has been some delay in Hong Kong's providing this more balanced statement, I think we now have the sort of briefing to fit the bill.
