On 29th January 1980, having considered memorandum XCR(80)32 (annexed), the Council advised and the Governor ordered:

that the Employment (Amendment) Bill 1980 and the Factories and Industrial Undertakings (Amendment) Bill 1980, at Annexes A and B
to the memorandum, should be introduced into the Legislative Council;
that the Employment of Children (Amendment) Regulations 1980, at Annex D to the memorandum, should be approved in principle, to be submitted to Members to be made after the two bills referred to in (a) above have passed into law; and
that the Women and Young Persons (Industry) Regulations 1980, at Annex C to the memorandum, should be approved in principle, to be submitted to Members after the two bills referred to in (a) above have been passed into law, subject to confirmation by the Labour Advisory Board that the proposed period of employment for young persons of 7 a. m. to 7 p. m. in Regulation. 8(1)(b) was acceptable.
The Employment (Amendment) Bill 1980 and the Factories and Industrial Undertakings (Amendment) Bill 1980 were passed by the Legislative Council on 12th March 1980 with some minor amendments concerning enforcement, and received the assent of the Governor on 13th March 1980.

As regards paragraph 1(c) above, the Labour Advisory Board has been consulted again and has unanimously confirmed that the proposed period of employment for young persons of 7 a. m, to 7 p. m. in draft Regulation 8(1)(b) is acceptable and should be retained as originally proposed.
