absence to date of any unequivocal statement from

BCAL, as to BCAL's motives in applying for the variation

requested and BACL's intentions so far as operation of

the London/llong Kong route is concerned should the application be granted. In particular it is unclear wheth

the real purpose of the application is (a) to integrate

the London/Hong Kong route (if granted to BCAL) into a larger network or routes to the Far East, or (b) to treat

the London/Hong Kong route as an "end to end" route deserving of service in its own right; and, if the real purpose is (a), how far the demands of the London/Hong Kong route (and in particular the needs of the Hong Kong public) will be subordinated to the overall service

of the larger network.

1.4. It is logical to set out the objection on two

alternative bases: (a) that BCAL is successful in the London/llong Kong applications and (b) that BCAL is not successful in the London/liong Kong applications.

IF BCAL IS SUCCESSFUL

In its application before the Air Transport Licensing Authority in Hong Kong("ATLA") for a licence to fly the London/Hong Kong route BCAL applied, and was successful, on the basis that BCAL viewed Hong Kong as a market to be served in its own right and that BCAL only
