"To advise the Governor in Council on transport matters, in accordance with the principles set out in the guidance note" (Annex B) ̈
7.
It is proposed that the Secretary for the Environment should be the Chairman of the Transport Advisory Committee for the following
reasons :-
(a)
He is responsible for the overall co-ordination of transport matters.
(b)
He will have direct access to transport expertise within Government.
(c)
With his knowledge and experience of transport matters, he will be able to guide the Committee on technical matters.

Official Members

He will usually prepare papers, and be the spokesman, on transport matters submitted to the Executive Council.
It is suggested that the Commissioner of Police, the Deputy Economic Secretary and the Commissioner for Transport, who have been official members of the Transport Advisory Committee from the start, should remain as members. It is also proposed that the District Commissioner, New Territories, should be appointed as transport matters in the New Territories are becoming more important. It is proposed that any official member should be permitted to appoint a representative to act on his behalf.
Unofficial Members

It is proposed that there should be five unofficial members on the Transport Advisory Committee, appointed on a personal basis. Three should be selected for their knowledge of transport matters, one of whom should also represent New Territories views. One should be a member of the Urban Council, so that those of its activities which affect transport policy (such as hawker control, management of car parks, refuse collection) can be taken into account. Finally, one should be a member of Executive Council or Legislative Council, as both Councils have for a long while shown great interest in transport policy. This member will also be in a good position to explain the Transport Advisory Committee's viewpoint, when transport policy is discussed in Executive Council or Legislative Council.
