A small working group from DoI, FCO, DEN, UKAEA and GEC might service this committee and carry forward the action necessary.

Dr. Marshall may still wish to call his UKAEA representatives together on technical matters just as GEC or others may wish to convene meetings but they would have no formal status.

If this were agreed then the terms of Dr. Marshall's appointment would need to reflect his incorporation in a UK Government led team. A letter from Sir Donald Maitland would probably be appropriate.

The Whitehall Group is invited to consider the issues and proposition set out above.
