Enclosures:

I am writing to let you know that Sir Lawrence Kadoorie will be

visiting the United Kingdom again for the week beginning 28 July,

and he has asked whether it would be possible to see the Prime

Minister during that period.

Sir Lawrence is the Chairman of China Light and Power (CLP), which

is the company that supplies electricity to the mainland part of

Hong Kong. In 1977 he approached the then Secretary of State for

Industry and asked whether the Government was interested in supply-

ing his company with a new power station. This initiative was later

taken up by the Prime Minister of the time, who assured Sir Lawrence

that the Government would take a leading role in organising a

suitable financial and technical package. Contracts worth £500 million

have since been gained by UK firms..
