take full responsibility

for the design

and

construction of the plant;

(ii)

employ consultants as necessary;

(iii) purchase equipment on behalf of NPS;

(iv)

purchase of nuclear fuel on behalf of NPS;

arrange to train operating staff for NPS, etc.

(v)

PMC

will charge NPS for the service at cost plus a reasonable profit plus incentive fee.
