Mr. Blaker: The China Light and Power Company, which is a Hong Kong company, is undertaking a joint feasibility study with the Guangdong electricity authorities into the possible. siting and construction of a nuclear power plant in Guangdong Province in the People's Republic of China. No decisions have yet been made nor are they expected in
the near future.
The company is making use of the technical advice and expertise of the United Kingdom Atomic Energy "Auth- ority and the feasibility study, which will be made available to the Hong Kong Government will of course take into account the need for the highest standards of safety. The Hong Kong Government and the United Kingdom Government are in touch over the study. There have so far been no consultations between either Government and the Government of the People's Republic of China.
The Hong Kong Government have machinery to deal with emergencies of all kinds. No specific plans exist in con- nection with a nuclear power plant but if the Chinese authorities were to decide to build one in the vicinity of Hong Kong, such plans would of course be made.

Tenerife Air Crash

Mr. Adley asked the Lord Privy Scal if he has had any discussions: with his Spanish counterpart over the cause of the recent Dan-Air crash at Tenerife; or if discussions have been held by any of his Department's officials.
Sir Ian Gilmour: The British embassy at Madrid has been involved in discus- sions with the Spanish authorities and is officials who are participating in the in- assisting the Department of., Trade quiry being conducted by the Spanish commission of investigation.
Arms Embargoes
Mr. Teddy Taylor asked the Lord Privy Seal if he will publish a list of the countries to which Her Majesty's Gov- ernment are not prepared to authorise the supply of arms and spare parts.
Mr. Douglas Hurd: Her Majesty's: Government observe their obligations. under the mandatory United Nations arms embargo against South Africa and the decision taken by European Com- munity Ministers in April to ban exports of defence equipment to Iran. The United Kingdom embargo imposed in 1974 on arms exports to Chile remains in force and is under review. In addi- tion. Her Majesty's Government is not prepared to authorise the supply of military arms and spare parts to: Alban- ia, Mongolia, North Korea, Vietnam, or meinber countries of the Warsaw Pact.
Sales of arms and spare parts to other countries are considered case by case on their merits..

Mr. Hurd: The only arms embargoes imposed by a number of countries have been those against South Africa and Iran.
