The meeting was called to inform Sir Lawrence Kadoorie of the developments in the UK in support of the CLP/Kwantung Electric Company joint programme to study the feasibility of introducing. a nuclear station into Guandong (Kwantung), Province. The meeting also allowed Sir Lawrence to meet some of the UK personnel who would be supporting CLP in their discussions with KEC.

Dr Marshall opened the meeting by saying that the UKAEA were hoping soon Lo receive formal authorisation from the Department of Energy to undertake the work in support of CLP and that he would confirm with CLP when this had been received.

Dr Marshall said that since his return from Hong Kong he had set up a team of people in the UK, primarily from the UKAEA, to support CLP. The UKAEA would be acting as advisors to CLP and any advice from UKAEA put to the Chinese would need to be unbiased, particularly as the Chinese had engaged Nuclear. Services International Corporation of the USA presumably to monitor this advice.

Dr Marshall explained that the UKAEA could not themselves cover all aspects of the feasibility study but would need to bring in support from other UK organisations as necessary. However because of the need to remain impartial, this support would always be under the umbrella of UKAEA advice to CLP.

In addition to the team led by Dr Marshall there would be a second UK team which would make a study of the possible commercial package which the UK could put to the Chinese for a nuclear station for Guandong Province. Dr Marshall said that such a package would have to be very carefully assembled. He had asked Dr Oman to be the UKAEA representative on this second team. This second team, which would be completely separate from Dr Marshall's team, would be established by the Department of Industry with representatives from the UK nuclear industry. The aim of this second team was to be ready to respond with a UK package at the appropriate time.

At the request of Sir Arnold Weinstock, Dr Marshall had spoken with Mr Rooney who had shown a keen interest in the interaction with China and panicularly in the establishing of a commercial package for Guandong Province.

Dr Marshall said that he would be reporting the present situation with China to the NNC Board on 1 May.

Dr Marshall said that since he had spoken with Sir Arnold Weinstock about this project, Sir Arnold had approached Framatome regarding a possible joint package for China. The French had replied that there was no chance of this happening. If, therefore, the UK at some time in the future, were to make a
