for that to occur would be for CLP to hold equity but that you were

looking for alternative ways of seeking the same result. The Governor sympathises with your views on equity but feels very strongly that Hong Kong ought to have some physical presence in the senior management of the project, perhaps in the role of a major customer. He told me he. would reflect on the matter and then have a word with you on this subject.

Concerning loans which will need to be raised by the project, the Governor saw great advantage to this being repaid over as long a period

as possible, and I got the impression that he will want to discuss this

with both you and Mr Bishoff.

I told him about the visit of Westinghouse to Canton, and he seemed very disturbed at the involvement of Jardines. He seemed very anxious that the discussions with the Chinese should be kept simple and should involve only yourself.
