Omit
orders worth about £500m have been placed by CLP, with the UK over
the past 2 years. CLP and the Hong Kong Government need to be satisfied
about the reliability of equipment and electricity supply made available
within a specified time. CEC have a good track record in Hong Kong in terms of both the high availability of output from their machines
and the speed with which they can construct a station.

b) GEC has already supplied the non nuclear islands for several PWR
stations around the world and has experience of joint collaborative
ventures. Exploratory discussions have already taken place with Framator (the French nuclear supplying company) in the context of a Korean joint
venture and there is no reason to presume that an arrangement could not
be worked out in the context of Guangdong,
c) The Peking authorities have recently told our Embassy that the
coal fired power stations "earmarked" for the UK are now unlikely to
proceed. The Embassy have already told the Chinese that in that case
some compensating deal on power stations would be looked for and the Cuangdong project has been mentioned in that context.
d) Both the Chinese provincial and Peking authorities and ourselves
are keen to further the closer development of Hong Kong and Guangdong. A collaborative venture on the nuclear power station would give tangible
effect to that desire and should be placed in the wider context of
Anglo-Sino relations.
RECOMMENDATION
20 It is considered that there is a good basis for the UK continuing to
press CLP and the Chinese for a greater participation in the Steering Group
and ultimate collaboration in a joint venture.
