(g) BP will undertake preliminary capital cost

estimates and definition of plant configuration for additional yield shift investments, as compared with the plant indicated in the preliminary report, that may be indicated by revised market assumptions. The degree of accuracy to be assumed for these capital estimates will be described.

illustrative economic appraisals of the project will be prepared, using revised assumptions and illustrating the variance measuring the main variables (e.g. variations in crude oil supply costs, market values for products, values of Singapore postings etc.). Because these appraisals will still be indicative only and therefore inconclusive,

the main areas of further investigation required to complete full feasibility studies will be defined; these will include the making of approaches to interested third parties, such approaches will not be part of the second stage study, (BP)

BP will prepare detailed proposals for terms of reference for full feasibility studies. These proposals will indicate the suggested division of work between Hong Kong Government, BP and any other parties to be engaged in the studies. (BP)
