wider public representation on the District Boards and greater public

participation in policy making generally.

The Society for Community Organisation (SoCo) has been seeking

financial assistance from various organisations in Hong Kong and overseas.

These include thè Hong Kong Christian Council, a New Zealand charitable

organisation and, latterly, a Roman Catholic agency based in Germany.

The Society is already receiving some help from three overseas religious

organisations.

KMT

28.

Several tours of Taiwan were arranged for Hong Kong university

staff and students in August in pursuance of KMT policy of gaining

influence in Hong Kong's tertiary education sector. There was also a move

to cultivate graduates of Taiwan universities now living in Hong Kong and

Macau; a special section of the KMT organisation for the two territories

has been set up with this in mind.

SOVIET BLOC

29.

The Soviet seaman, Gorbachenko, who had reached Hong Kong after

stowing away in a Russian ship (para 21, May 1980 Report), has now left for

resettlement in the USA.

IMMIGRATION

From China

30.

The daily average of legal immigrants was 148, again consistent

with figures over the last year. It is clear that the Chinese authorities

are controlling the rate of legal departures very precisely.

31.

A total of 12,686 illegal immigrants (a daily average of 409) were

arrested during August, the highest monthly total this year and the third

highest since 1962. The comparable figures for July were 8,519 and a daily
