Representatives of factory owners at Tai Wo Ping
went to London, accompanied by two Urban Councillors (one of them Mrs. Elsie Elliott) and the Director of the Society for Community Organisation, to protest against the clearance of the site for housing and the inadequate compensation and alternatives being offered.

It is noteworthy that so far none of the known pressure groups (with the exception of those with KMT backing
see para 35) have espoused the cause of illegal immigrants from China and elsewhere who are affected by the Government's new immigration policy. This may be because there is thought to be little political benefit to be gained from doing so.

Celebrations of the "Double Tenth" by pro-KMT organisations in Hong Kong were on the same scale as 1979 and passed without incident.

The KMT-backed Wanderers Association (para 23, June 1980 Report) has protested against the Government's new policy on illegal immigration and been given some support from local pro-KMT organisations and newspapers. A single representative of the Wanderers Association presented a petition on the subject to the Governor and the Association threatens
to raise the issue in London and the United Nations.

The daily average of legal immigrants without onward travel documents was 143, which, although the lowest figure for three years, is of the same order as figures for the last year and is unlikely to mark any change in Chinese policy.
