Nominations for the three employees' representatives
on the Labour Advisory Board for 1981 were a mixture of politically neutral, independent but pro-communist, and pro-KMT candidates the first time candidates have come from such a wide political spectrum. In the event the three candidates elected were from the pro-KMT faction. Local communist labour organisations put up no candidates and a decision from Beijing on whether they should in future participate is not expected for some time.

The Union of Chinese Workers in Western Style Employment, a major communist union, is short of funds as fewer subscriptions are being paid. The situation is aggravated by a failure to gain new recruits, partly because of the non-militant policy enjoined on communist unions in Hong Kong by Beijing.

A secret report has been received to the effect that three officials from Beijing are to "investigate trade unions. and schools" in Hong Kong.
PRESSURE GROUPS

The most active pressure groups have been those claiming concern with human rights, such as the newly emerged Asia Concern Group and the Asia Forum on Human Rights. In addition to monitoring overseas affairs they have begun organising a "day of mobilisation" on the KIM Dae-jung issue and published a report criticising the Hong Kong Government for its alleged suppression of human rights.
