The North West New Territories, the boundaries of which for the purpose of the investigation are illustrated on the annexed plan, extends from the Tuen Mun New Town boundary in the sourth to the mouth of the Sham Chun River in the north and Shek Kong in the east. It contains approximately a quarter of the flat land in the territory, most of which is in private ownership. It is heavily settled with villages, farms, temporary structures and small factories, mainly without services. It has always been subject to difficult drainage problems, and the rivers are heavily polluted by human, agricultural and industrial wastes. Up till now the only major urban development scheme has been the town of Yuen Long, but there is a major low density residential development at Mai Po, and a comprehensive low density redevelopment of the San Tin village lands was recently approved in principle by this Council. Other proposals for piecemeal development of parcels of agricultural land, mainly in the area around the San Tin Road, have of late years been deferred pending the preparation of an overall plan and development strategy for the area.

An interim report on the development strategy broadly
suggests:
(a)

an intensive development belt along the transport corridor of Tuen Mun to Yuen Long, and an expansion of Yuen Long;
comprehensive replanning of much of the surrounding agricultural and village areas as low intensity development and agricultural areas, mainly by the means of corporate or cooperative development schemes.
To collect the engineering data necessary for the preparation of a regional plan, it has been decided to appoint consultants to do com- prehensive investigations of the development potential of the area.

Tin Shui Wai adjoins the belt suggested for intensive develop- ment and should be capable of being served by an extension of any transport system decided for the area. Members will note from the plan at Annex A that it is no great distance from the Yuen Long Industrial Estate, and lies adjacent to one of the areas selected for study by the Special Committee on Land Production in 1977.
