I wrote to you on 25 January about the involvement of China Resources in the development of a large area called Tin Shui Wai (Tian-shui-wei) in the north west New Territories close to Yuen Long.

There have been two interesting developments on this project. Mr. John Wu, of Trafalgar Holdings, one of the local Hong Kong companies also involved in this development, has been in close touch over planning with the Secretary for the New Territories, David Akers-Jones. He has made two suggestions, for both of which he claims

The first was that the authority of China Resources. payments of the land development premium should be spread over 20 years (i.e. stretching beyond 1997). The second, more far-reaching and more interesting, is that, in the documents relating to the surrender and regranting of land at Tin Shui Wai, there is no need to put in the usual clause about the expiry of the lease three days before 30 June 1997 since China Resources are of the opinion that the status quo
