Replying to Mr. IN For-tai's question, SNT said that the development potential aspects would eventually affect the land use pattern of the areas concerned.

In this connection, Mr. CHEUNG Yan-lung stressed that transportation must be improved to keep pace with development and since revenue from NT land sales accounted for the bulk of Govt's revenue, special attention must be paid to the NT.

SNT replied that a lot of road works were being done and had been planned for the NT. Among other projects, the Tuen Mun Highway project, the Tsuen Wan By-Pass, the Yuen Long/Au Tau section, Island House Interchange, were either under construction or about to commence work. He reminded the members not to overlook the problem of the capacity of the construction industry. Indiscriminate spending could inflate the costs and greater expenditure might not necessarily mean more work done.

Mr. WONG Yuen-cheung said he would agree with Mr. T.S.LO, Chairman of the Transport Advisory Committee that transport must be given priority and he supported the creation of the post of Secretary for Transport to co-ordinate Govt. efforts in this respect.

Problems of clearance, resettlement and compensation in respect of development in the NT

Mr. LAU Wong-fat said that development in the NT had brought about problems of clearance, resettlement and compensation. He regretted that the villagers had not been treated fairly and they suffered as a result of development. He proposed that a special committee be set up consisting of NTA representatives, the NT HYK, the land owners affect ed and professionals in this particular field to handle compensation cases.

Mr. CHAN Yat-sun said that clearance, resettlement and compensation were all integrated. However, in the NT clearance and resettlement were done by the Housing Dept. but compensation was dealt with by the central Government. He insisted that a separate committee must be formed to handle the three elements. The Housing Authority consisting mostly of Urban Councillors was not conversant with the NT situation. He added that membership of such committees once decided seldom changed.

Mr. PANG Hang-yin said that while clearance, resettlement and compensation cases were mostly in urban areas in the past, this was not so now. To cope with the present circumstances, the system must adapt itself to the new environment.

SNT noted that the Kuk's suggestion of having proper consultation with the people concerned and he agreed that there should be greater NT representation in the Housing Authority. At the same time, SNT said that committee like the Housing Authority and Transport Advisory Committee were all established to handle particular problems and members were appointed not on a geographical basis but because of their ability and knowledge in that particular field.

Basis of calculation for ex-gratia compensation in respect of Electricity Networks (Statutory Tasements) Ordinance 1980

Mr. LAU Wong-fat criticised the ordinance as unfair and

made special reference to the compensation rates.
