Mr. WONG Yuen-cheung suggested that there should be more NT representation on the ExCo and LegCo and the overall consultative machinery must be further strengthened. He suggested that when the District Boards were formed in 1982, they should have a share of the revenue from rates in order that the NT could be in line with the Urban Council.

Mr. Clift thanked the Kuk for the comments made and assured that all the points raised would be carefully studied. He felt the Kuk would appreciate the fact he was not in a position to give definite answers to some of the points raised. He also invited members of the Kuk to call on him when they visited the UK.

SMT said that the members were all aware of the progress made by the Working Party and as the case was being actively dealt with by the Working Party, he suggested not to discuss the details at the meeting. Members agreed.

Effect of Development Projects on the Landed interests of (property)

owners

Referring to the problems of the laying of water pipes discussed at the last meeting, Mr. WONG Yuen-cheung said with the joint efforts of the locals and NTA, WSD had eventually agreed to reduce the 60 ft. restriction to 40 ft. However, he believed that the problem of development in the vicinity of these water pipes still existed and the case should be reviewed from time to time.

Land Uses of NT (property) Owners

SNT reiterated that since consultants had been appointed for the development studies of the NW, it was opportune for the Kuk to forward their comments/views in writing regarding development to the consultants. He pointed out that the consultants at this stage were only doing engineering and other technical studies and agreed with the Kuk that direct local consultation was very important and useful.

Mr. WONG Yuen-cheung and Mr. MAN For-tai suggested that the consultants should be asked to consult the Kuk voluntarily. SNT undertook to look into this.
