Problem

1. Lord Carrington is giving the Governor of Hong Kong lunch

Who else should be invited to attend?

on 3 November.

Recommendation

2.

I recommend that Mr Blaker, Sir E Youde, Mr Donald,

Mr Ford (the Hong Kong Commissioner in London) and myself

be invited to the lunch.

Background and Argument

3. On the assumption, as suggested by Mr Lyne, that this

is to be a working lunch, I have only recommended Mr Ford

from outside the Office. Mr Ford's presence should not inhibit

discussion since he is fully conversant with the major Hong

Kong issues.
