1. When Mr Fowler is in Hong Kong, it is, I suppose, very likely that the CAA's decision not to licence CPA on the London-Hong Kong route will be raised. I am sure, at the same time, that all those concerned in Hong Kong will under- stand and take into account that the Minister is not responsible for air services. It will not therefore be appropriate for him to make any comment on the decision in public or to go into any detail in private.
