Background
1. Over the years Hong Kong has adopted a positive traffic management programme, including the installation of over 300 traffic signals, to cope with the fast growing vehicle population. The market for general signal equipment has until recently been held by CEC but there is now strong competition, from Philips in particular. Supply is by annual tender and although the market for simals is not large there is potential for more sophisticated systems.
2, GEC won, against worldwide competition, the £1m contract for the West Kowloon Area Traffic Control System and this was commissioned in 1977. It is working well and an evaluation study in 1976 showed that it had achieved substantial improvements in traffic flow. On the basis of these results the system is being steadily expanded from its 60 or so intersections.
3. A computer controlled traffic system has been proposed in connection with the proposed Light Rail System on Hong Kong Island. It is possible that the traffic system will proceed regardless of any decision on the LRT. If this goes to open tender there is likely to be keen intemational competition and CEC and Plessey would make a strong bid. However an alterative line of action which is being investigated is to purchase the hardware from CEC by negotiation and to transfer the software from the West Kowloon System.
