The right of auditing the accounts of the executive bodies and

social welfare bodies and the right of examining and approving the activities

and progress of contracts within the jurisdiction of the Territory authority

rest with the Supreme Court (?).

Article 65

1) The annual accounts of the Territory, after being compiled and reported

on by the Department of Finance, shall be submitted to the Supreme Court

for examination within the prescribed period. Disciplinary action will be

taken for failure to submit return in time.

2) The responsibility of sending such accounts to the Supreme Court

within the statutory period lies with the Governor.

Article 66

When a difference of opinion occurs between the Kaoau Government

and the Supreme Court in carrying out examination or giving out approval,

an appeal may be lodged with the Ministry of Audit of the Republic whose

decision is final.

Article 67

Without contravening Article 51, public departments in Macau belong to the Territory itself and may organize themselves into autonomous

bodies with or without the status of a body corporate.

Civil Servants

Officers of public departments, irrespective of ranks, all belong

only subject to the con- to the organization of the Territory of Macau and are only subject to the con-

trol and supervision of the departments concerned.
