3. Any measures applying specifically to companies of which the Republic is a creditor, or for whose debts it is responsible, or in the capital or profits of which it participates, can only become effective after approval thereof is granted by the Ministers of Cooperation and Finance, even if such measures come under the competence of the Governor of Macao.

Article 72 - 1. Legal diplomas issued by the organs of sovereignty of the Republic and applying to the territory of Macao, must indicate that they are to be published in the Official Bulletin and be compulsorily published therein, dated as of their publication in the (Lisbon) Government Gazette.

2. Such diplomas, however, will only enter into force in the territory of Macao after being published in the Official Bulletin, except when the diplomas themselves provide for their immediate enforcement; in any case, publication will be made in one of the first issues of the Official Bulletin to be published after the arrival in Macao of the (Lisbon) Government Gazette.

3. Whenever diplomas provide for their immediate enforcement and in other cases of emergency, the text thereof will be sent by telegraph, and be immediately published in the Official Bulletin or a Supplement thereof, in which case the diploma in question will enter into force on the date of publication of the telegram referred to above.

Article 23 Legal diplomas will enter into force in the territory of Macao unless otherwise established, five days after their publication

in the Official Bulletin.

Article 74 1. Civil servants of the present common and equivalent cadres, will remain in their posts until they are incorporated, at their own request, in Macao's own cadres, or in the "general attachés' pool" provided for in the law.

Incorporated civil servants will maintain all their rights, and all time previously served by them will be taken into account for all legal purposes in the new cadres.
