Article 69 1. Civil servants coming under the organs of sovereignty of the Republic can, at their own request or with their approval, and with the consent of the Minister concerned and the Governor's agreement, serve in the territory of Macao for a limited period of time, in which case the time served in this way will count for all legal purposes as effective service in his own post and category.
2. The personnel mentioned in the previous paragraph can be trans- ferred to the cadres of Macao upon their request and with the consent of the Minister concerned, the Governor being responsible for their appointment.

Personnel serving under the Ministry of Cooperation can serve in the territory of Macao, upon request of the Government of Macao and under an official order of the Portuguese Minister concerned, under a system of temporary or permanent secondments.

Article 70
Civil Servants of the cadres of the territory of Macao can, upon their own request, and with the authority of the Governments concerned, serve for a limited period of time in the cadres coming under the Portuguese Republic or the former Portuguese colonies, in terms of the agreements existing in each case; the time served in these conditions will be counted for all legal purposes as time served in their own category and cadre.
2. The same personnel can, upon their own request and with the agreement of the Governor of Macao, be transferred to the cadres of the organs of sovereignty of the Portuguese Republic or the former Portuguese colonies, by means of appointment to the new cadres by
the relevant entity in those territories.
CHAPTER VI
Complementary and Transitional Provisions

Concessionary firms and those in which the territory of Macao has a holding of more than 50% of the capital stock, must
have their head office and central administration in the aforesaid
territory.

tration outside the territory of Macao at the time of publication
