We discussed the possibility of the department embarking on a paper which would discuss the various options that might be open to us should the Chinese take the initiative in the near future in proposing any change in the present relationship. However, we agreed that it would be premature to tackle this before seeing Mr Cradock's reply to the Governor's letter of 22 Februaryṇon the New Territories Leases.

If we have not heard anything in the next 2 or 3 weeks we should perhaps ask Peking for their early views, although the Governor's letter clearly calls for a response from them. In the meantime, you may wish to read Research Department's draft paper on Hong Kong/China and, in particular, the extracts on Chinese interests in representation in Hong Kong. I should be grateful for their return in due course as I have not myself had time to read them in detail.
