Thank you for sending me a copy of your minutes

of 22 April about your recent visit to Shenzhen and Guangzhou. I read it with great interest and agree with the line you took on all points concerning Hong Kong. I am replying separately to your letter about Vietnamese refugees.

Two minor comments.

In para 3 you said the Chinese appeared to be aiming at Shenzhen for"a part, of Hong Kong under Chinese control". I agree that one objective at Shenzhen is to demonstrate that China can do it in administering a special zone and that this, in their minds, may have implications for Hong Kong. But it is an extension of a Hong Kong-type society that they are thinking of at this stage surely, not having part of Hong Kong under Chinese control.

In para 12 you quote Fu Fen as saying that the FAB would open a visa office in Hong Kong. What has been agreed is a visa issuing office of the MFA. Did he actually refer instead to the provincial FAB?
