New Chinese Travel Service in Hong Kong

Mr Li said that following the permission which had been given

to set up a Hong Kong branch of the Guangdong China Travel Service

Bureau, Mr Yang had arrived to make preliminary arrangements and a place

had been found in Star House. It was envisaged that 5 or 6 staff would come

from China. This office would be different from the existing China

Travel Service and would deal with foreigners rather than overseas

Chinese and compatriots living in Macau and Hong Kong. There was some

debate as to the correct name, but it would probably be the Hong Kong

China International Travel Service. Dr Wilson said that on

there was no problem about the designation.

Mr Li said that the staff for the new visa office had already

arrived. Since they came from the MFA and since the proposal had been

approved by Dr Wilson's office he thought that they should call the following week on Dr Wilson and Mr Orr. Who else should they call

on? Dr Wilson said that at the official level the only call that they

should make was on Immigration Department. Mr Li said they had some

problems which they would like to discuss: for example, should they

use CC number plates on cars. Dr Wilson said they should not. In the discussions in 1979 it had been agreed that the office would only deal

with visas and that on all other matters concerning political issues

the Hong Kong branch of the NCNA would remain the channel for

communication. It was important that there should be no misunderstanding

publicly about the work the new office would do in Hong Kong.

He would be grateful if the NCNA would let us know once a definite date for the

office to open had been decided. Mr Li indicated that this was unlikely

to be before the end of June.

Illegal Immigrants from Macau

Dr Wilson said that there were increasing numbers of illegal

immigrants coming from Macau on speedboats. We had difficulty

dealing with them because the Police or Naval launches stationed near
