VISIT TO HONG KONG BY VICE-GOVERNOR LIU TIANFU

Last week Vice-Governor Liu Tianfu of Guangdong spent 6 days here (8-14 November) on his way back to Guangzhou from a visit to Australia. Liu is "in charge of daily work" in Guangdong and led on the Chinese side during the Governor's talks on illegal immigration last month. He had not been in Hong Kong since 1946 when, as a member of the Communist East River Brigade, he was sent through here to North China at the end of the war. The technique of coming here informally after a visit elsewhere is, you will recall, exactly that used by Governor Xi in December last year (my letter of 13 December 1979).

When in Guangzhou we had offered to lay on a programme to show Liu anything he wished. In the event this included visits to Shatin new town where he was shown round by the Secretary for the New Territories, and a tour of the harbour including the container terminal and wharf facilities for the China trade operated by China Merchants Steam Navigation Company. At the start of his visit I also took Liu for a helicopter tour of the territory. In addition, NCNA arranged a complementary programme covering visits to the Hong Kong Telephone Company, Kai Tak airport and, at Sir Lawrence Kadoorie's suggestion, a tour of China Light & Power's generating station on Tsing Yi island.

There is little of substance to report on Liu's various visits. He and the other members of his delegation seemed rather tired after their travels. The most alert member of the party was Yang Zhen, Chairman of the Provincial Planning Committee, who showed great interest in methods of planning new towns. He however was recalled to Guangzhou half way through the visit.
