It will probably become a parent only over time what are the implications of the apparent blurring of the distinction between the autonomy already given to Guangdong and Fujian provinces and the still greater flexibility permitted in administration of the special zones of Shenzhen and Zhuhai. the very least it is evident that hen comes to Guangdong with a strong mandate for the Centre to pursue bold policies in exploiting the special advantages of the province. There is clearly concern about the implications of this course for social order and ideological purity, but this concern is not being used as a pretext for undue caution. This positive outlook can only be of political and economic benefit to Hong Kong.
