1. Thank you for your minute of 25 September. HKGD does not handle all legislation for the dependent territories; we only become involved with legislation where it is of common interest to the dependent territories, such as the application of sanctions against Iran.

2. The more likely originators of legislation for the dependent territories are LEB, NTD and MVD; there may be others. It might be advisable to approach them and arrange a system whereby all legislation for Pitcairn is channelled through SPD;

in that way, you will be able to exercise control.
