The following summarises the information given by the various desk officers in WIAD, SED, MCD and SAmD:

Belize:

Most oil is from Mexico and USA: details not known. An Iranian going to Belize requires a visa;

MCD assume that the corollary applies. According to WIAD, no Iranian crude is imported direct: refined supplies come from the USA. Visas are required for Iranians visiting BVI, Montserrat, Cayman, and Turks, according to DSP 52, but not for Bermuda.

SED have enquired the origin of oil used there, and are assured it is not Iranian. The UK visa abolition agreement is said to cover Gibraltar (papers have been requested, to confirm)

Refined Argentinian oil is supplied by RFA vessels. There is no consular representation.

2. As you know, the only known Iranian consular office in the dependent territories is in Hong Kong.
