EXTENSION OF THE PROTECTION OF TRADING INTERESTS ACT TO DEPENDENT TERRITORIES

I apologise for the delay in replying to your letter of 19 February. As you know action was delayed pending further amendments to the Bill

2. A revised draft saving telegram to posts in dependent territories is attached. It has been amended to bring the situation up to date and for clarification eg the Hong Kong situation (para 2) whereby the 1964 Act is still in force until superseded by a specific Order in Council under the new Act.

3. I am also enclosing copies of the 1980 Act, the House of Lord's Notes on Clauses and relevant press notices. These are the background papers referred to in para 3 of the telegram which you wish to send to the Posts by bag. There are some slight differences in detail between the Notes on Clauses and the final Act, but no major changes of policy or procedure are involved and they provide useful guidance to the thinking behind the legislation.
