I agree with you that this issue is not going to go away of its own accord; if anything, it will become increasingly difficult as more and more of those dealing with the administration of our remaining colonies come to the task without any previous colonial background. I must say that I myself have found it confusing to have to refer to both CRS and DSP to be sure of covering all the ground on a particular point. I therefore consider that the task defined by Mr Russell in 1978 (which is not a revision of CRS but a review to see what additional provisions need to be incorporated in DSP before CRS are abandoned) is an important requirement.

2. I also agree that we need to add this to the agenda for the January 1981 conference, not for discussion there I hope, but simply to advise Governors of where we stand. You will see that Mr Hope has suggested that we should make a try now for some supernumerary assistance to undertake the review rather than waiting until times are better whenever that may be. One factor in this must clearly be whether or not we know of anyone available now or in the near future who could take on the job. I agree with Mr Hall that Mr Russell would be an ideal candidate, but we do not know when he would be available - certainly not before well into 1981 at the earliest. Unless we have some equally suitable candidate standing by, I wonder if there is much to be gained by making our case now rather than waiting until we at least have the possibility of getting on with the job. I would certainly support a case made by HKGD, but I must leave the timing to you.
