but officers in these ranks would tend to be younger than their UK counterparts because of HK's retirement age of 55)

Third, because of the limited openings at Staff Grade B level and above, for practical purposes, transfers and secondments should normally be at Staff Grade C level and below. For a Staff Grade C opening, we expect to have on secondment or transfer a UK officer with more than two years' experience in either the Principal rank of HCS or D5 rank of DS. A Principal or D5 officer with less than two years' experience should join as an SAO. Promotion beyond the Staff Grade C rank is determined largely on the basis of merit and seniority within it does not necessarily carry a greater claim for promotion to Staff Grade B. For this reason, it is not important to award seniority within a rank on transfer.

Fourth, because our Executive Grade Association has never been satisfied with the small number of their members transferring to the Administrative stream, it would not be politic for us to accept the transfer to the Hong Kong Administrative Service of UK HCS or DS officers on the slow stream, unless there were strong justification for doing so.
