My telegram 1841 of 21 November promised a separate reply. In the mean time, you have kindly sent Eric Patterson to see us and this turned out to be most useful.

We fully appreciate the tight establishment controls currently exercised in the Diplomatic Service and Home Civil Service in UK, and you may be assured of our best effort in finding re-employment for those able DS officers who are about to retire prematurely and are temporamentally suited to working in Hong Kong. For those contemplating a career in the Hong Kong Administrative Service, we have devised the following guidelines.

First, recruitment to the timescale Adminis- trative Officer rank does not present any particular difficulty. However, recruitment to a promotional rank, e.g. Staff Grade C, promptly arouses keen interest among serving officers and the number so recruited has to be kept reasonably small, and their arrival in Hong Kong, together with other DS and HCS officers on secondment, must be carefully spaced in order to avoid unnecessary staff resentment.

Second, on the point of entry rank, Dick Clift agreed with Martin Rowlands that it would be difficult and perhaps unnecessary to devise a conversion scale between Hong Kong and UK ranks, which we would find mutually satisfactory. Much depends on the personal qualities and experience of the candidates.

For your reference, I summarise below the age and service profile of a typical AO (whether local or overseas) advancing through the ranks in Hong Kong.
