1. Thank you for your letter Ad 8/3-C III of 14 April, and in particular for the ideas in its third paragraph which will help us to work out how to seek out the best secondees for the Hong Kong Government Service in the future.
2. I have asked Len Bridgwood to re-examine the whole question with the Civil Service Department, which he will do in mid-May when their designated desk officer is back from leave.
3. Meanwhile, I wonder whether we can ask you to enlarge little on your picture of the ideal secondee so that we can brief the Civil Service Department as fully as possible? Can you at this stage outline any particular skills for which you anticipate a demand? Can you also say what sort of mumbers you might feasibly accept on secondment, say during 1981? It would be very helpful to have a rough idea of this in order to consider with the Civil Service Department whether the targetted approach which we envisage would indeed be more sensible than a nationwide trawl.
