CONTROL OF APPOINTMENTS UNDER COLONIAL REGULATION 19

1. A recent problem over the appointment of an acting Chief Secretary, Turks & Caicos, has highlighted a small but significant omission from the despatches sent in 1978 to most DTs giving a list of the posts for which the Secretary of State's approval would be required under the provisions of Col Reg 19 for appointments and promotions. It was not made clear that this instruction should apply not only to substantive and permanent appointments and promotions but also to acting and temporary ones as well. Some of our OAGS are very good about seeking approval and already do so for acting appointments. However I feel that a clarification would not come amiss, together with a gentle reminder of the requirement. I have already consulted WIAD, who concur.
