gubernatorial slots, and (b) the bulk of the remaining dependencies are poor and unable to meet their commitments.

Nevertheless, it is desirable that terms should be standard-

ised as far as possible on DS lines. This might also make

posts in Dependent Territories more attractive to DS officers 7

5. On (a), the Inspectors concluded (Mr Holloway's minute

of 11 July) that the duties of the Governors (all DS4 or

equivalent) whom they inspected were greater than those of

comparable officers in a diplomatic post, inasmuch as

Governors carry direct responsibility for the good govern-

ment of their territories. The Inspectors thought that they

might be considered for upgrading to DS3. However, to do so

could cause structual problems for the DS if the posts

graded at DS3 were to be filled by DS officers on outward

loan, since to take them all back into the DS at Grade 3 level would have serious consequences for promotion and

career flows within the Service. To upgrade the posts would also eliminate the distinction between the posts of Governor, Belize, and Governor, Falkland Islands, both at DS3 in view of their political sensitivity, and most of the rest of our governorships. Following an interdepartmental meeting, it was proposed, instead, that the DS4 and equi- valent Governors receive an additional £1,000 per annum as responsibility allowance, i.e. the difference in salary between Grades 3 and 4. This allowance would be taxable. Since the Governor of St Helena and HM Commissioner, Anguilla, are also graded at DS4, they should likewise receive the

allowance.

6. On (b), the Inspectors suggested (Mr Holloway's minute of 11 July) that because the duties of a Governor were so restrictive, there was a good case for allowing them annual leave. Last year, HKGD approached the CSD to secure appro- val for the cost of fare-paid leave at appropriate intervals for certain Governors and their families to be met from public funds. The CSD agreed, provided the proposals sought to do no more than allow Governors their passages 'at the end of the standard tour appropriate to each Territory, and on the same basis as that received by other staff' (Mr Wilson's letter of 30 July 1979). This would be met out of
