Vote 1 subhead C(3)(4)(d) (the Governors' subhead, administered

by HKGD). (Gibraltar and Hong Kong are outside this scheme as

the territories themselves provide fare-paid annual leave.) The standard tour in some territories (Anguilla, Belmopan) is already 12 months; in the remainder (Hamilton, Tortola, Grand Cayman, Port Stanley, Montserrat, St Helena, Grand Turk) it is

either 18 months or two tours of two years. As the pressures on all Governors are similar, it seems equitable to standardise

leave at 12 months. The case for annual leave for various

one-man DS Caribbean posts, i.e. Grenada, St Lucia, St Vincent

and Antigua, was put by PSD to the CSD and agreed; this augurs well for the proposals on Governors.

7. The financial implications of these two proposals are attached. Briefly, the responsibility allowance will involve an additional £6,000 per annum; the annual leave for the seven territories (apart from Anguilla and Belmopan) will mean an additional £23,581 per annum. Of the two proposals, the latter, although more expensive, would be more beneficial, should rate a higher priority. An appropriate provision has

bee made in the Estimates.

The question of Governors' residences, on which the Inspectors also commented, is being pursued separately.

It may be that the Chief Clerk will not support the proposals on the grounds of cost and higher priorities else- where. In any event, before the proposals can be put into effect, it will be necessary:

we

(a) to discuss with PSD the implications for DS staff, and to

ensure that the proposals are broadly in line with those PSD have in hand (Mr Bryant's minute of 5 September); should, however, wish to avoid any uncomfortable anomalies with the three non-DS Governors concerned;

(b) to approach CSD for financial authority to charge the

amounts to subjead C(3)(4)(d).
