1. I attach a copy of my report on your department, the main parts of which we discussed in draft (and Part II of which I have cleared in draft with the appropriate Assistants).
2. The list of recommendations, between Part I and Part II of the report, is in two parts. The first contains recommendations on organisation, manpower and policy questions. The second contains recommendations on administrative and procedural matters. I shall be grateful for any comments you may have on the recommendations in the first list and those parts of the report which give rise to them by 9 September. They will then be submitted to the Chief Clerk for his approval, with any modification that may be agreed, after which you will be requested to put those that concern you into effect. Should you have any queries about the recommendations in the second list you should take them up with the Chief Inspector within thirty days. Thereafter they should be put into effect forthwith, and have the force of an instruction from the Secretary of State.
3. If the other recipients of this minute have comments on the report I shall be grateful if they will send them to me, or to the Chief Inspector as appropriate, within the same time limit.
