Is there power to declare a State of Emergency and to make any necessary Emergency Regulations, once one has been declared ?

Have some Regulations (e.g. to cover curfews, or control of firearms, etc) been drafted, so they can be made promptly in case of need ?

Is the IS Scheme up-to-date ?

Are other contingency plans (e.g. to cover hijack situations, or prison riots or hostage-taking) up-to-date ?

Do you meet the Commissioner and the Head of Special Branch regularly ?

Has the Head of Special Branch got a satisfactory Charter ?

Is there an up-to-date list of Key Points ? Are the protective security arrangements in respect of them reviewed regularly ?

Is an Annual Review of the State of Security prepared ?

Is there satisfactory legislation to control arms and explosives ?

PRISONS :

Do you pay occasional visits ?

Is the legislation modern and humane ? Does it provide the Courts with sufficient options (e.g. Compulsory Service Orders, appropriate treatment for juvenile offenders, etc)?

How good is the prisons staff ?

PUBLIC SERVICE :

Are the PSC members sufficiently respected and determined to withstand political or other pressure ?

Has the PSC an effective Secretary ?

CONSTITUTIONAL :

Is there a Ministerial Code of Conduct (or the like) ?

ORGANIZATIONAL :

Do the Annual Report, Civil List, and Departmental Annual Reports (and perhaps Hansard too) all serve sufficiently useful purposes to warrant the time and effort devoted to their preparation ?
