1. Lord Goronwy-Roberts has seen your submission of 9 February and has commented as follows:

"Disappointing (and rather disconcerting) that no TU member has been appointed. Somehow this must be made good. If there is absolutely no-one suit- able in Hong Kong (and I do not believe it) one could be invited from the UK at least for a part of the period of inquiry. I am pretty sure they would then find a local permanent.'
