As part of its review of key principles, the Standing Commission has asked that the Civil Service be invited to make written representations. Some of the issues likely to be examined are set out in the attached Note. Heads of Departments and of Secretariat Branches are now invited to comment on these and any other issues related to the principles and practices to be used in determining class, grade, rank and salary structure. Heads of Departments may also wish to consult their Consultative Councils. A similar invitation is being issued to the three Main Staff Associations and other Staff Associations by separate letter. If individual civil servants, or groups of civil servants, also wish to make representations, they may do so.

Representations should be sent direct to the Secretary- General for the Commission, Room 119, Central Government Offices, Lower Albert Road by 31st March 1979.

The Commission does not expect to be able to formulate advice on individual grade issues until after it has completed its review of the key principles and practices governing structure and salary (TOR I(a)). In due course, the Commission will announce the arrangements for the carrying out of the review of grade issues and the procedures to be followed by staff associations and departments in making formal representations on these issues.

If, in the meantime, any department or association does wish to make representations on individual grade issues, the Commission will be happy to receive them. However, the Commission does not expect to be able to reach anv conclusion on them in advance of the review referred to in paragraph 6 above.
