Titles. The final recommendation is that there are too many titles and a study should be undertaken to see to what extent their number can be reduced. This study will commence after the review of individual grades has been received and processed.

A meeting of the Senior Civil Service Council was held on 8th August 1979 to enable the Staff Side to express their views on the Report. The Staff Side generally agreed with the main principles set out in the Report, but raised a number of specific points, two of which it was agreed would be brought to Members' attention. First, the Staff Side warned of the dangers of allowing the "special position" of the disciplined services to create a privileged class within the civil service. Secondly, the Staff Side wish to the Commission to consider the question of equal rights for women as a matter of priority and will be referring this matter to the Commission under terms of reference I(d) and VI.

The Report was released to the staff associations and the media in late July. It received wide press coverage, largely of a factual nature, though there were a few comments. These touched mainly on the merits or otherwise of the proposed "qualification method", the absence of a section on housing for civil servants, and the Commission's view that Government should be among the better paying employers in relation to the lowest paid. The general public has not, on the whole, taken a great deal of interest in the Report and the Home Affairs Department has reported little spontaneous reaction.

If the announcement of the Government decisions on the Report is that the recommendations are accepted in principle, interest is likely to focus on how quickly they will be implemented. It will therefore be important to make the distinction drawn in this memorandum between the two groups of recommendations. It will also be necessary to stress that in accordance with established practice, potentially adverse changes such as the removal of confirmation increments will not affect officers serving in the ranks concerned. After Members' advice has been received, a formal reply will be sent to the Commission,
