Customs and Excise Service

Some improvement to Rank and File pay is recommended to bring them in line with Prisons and Fire Services Department.

Prisons Service

The Commission notes that the rank and file consists of only two ranks, and that these are on a ratio basis. They recommend the present situation should continue as far as serving officers are concerned but that newly appointed Assistant Officers II should not have the right to promotion to Assistant Officer I pending the outcome of a further review. The Commission add that they also believe it should be possible to provide "non-commissioned" higher ranks in the same manner as in the other Services.

Immigration Service

The Commission considers that the special features of disciplined services apply somewhat less to the Immigration Service. Overall they recommend little change to relative pay scales or rank structure.

The Master Pay Scale

Chapter 7 contains one of the major recommendations in the Report, namely that the dollar value of the points on the Master Pay Scale should be revised to provide an increase tapering from 12.3% towards the bottom of the scale to 3.7% at the maximum. The new scale is set out in Table D on page 36 of the Report.

Paragraph 4. 1 of the Report makes it clear that this is not an overall review of the Master Pay Scale in the normal sense, such as normally occurs in connection with the annual pay trend survey exercise. It is stated that the Commission has not specifically allowed for any increase in the cost of living or in private sector salaries generally since 1st April 1979.
