of the disciplined services (and by implication their favourable treat- ment in pay terms) imposes an obligation to provide the public with the best possible service. The Commission therefore recommends an early examination of organisation and manpower of the disciplined services with a view to improving efficiency.

Paragraphs 6.7 to 6.9 confirm the abandonment of the "Willink" formula already foreshadowed in Report No 1. In paragraphs 6. 10 to 6. 14, recommendations are made which simplify and standardise entry levels and increments.

Points of special interest on each Service are as follows:
R. H.K.P.F.
The pay provisions reflect the need to encourage better educated recruits, setting the optimum level at 3 subjects in Hong Kong Certificate of Education. Entry pay for this qualification will be $1,900, and for an entrant with 5 subjects, $1,960. This compares with $1,200 for a school certificate entrant to the Clerical Officer grade.
Some scale changes are also proposed for officer ranks, which will result in a matriculant joining as a Police Inspector receiving $4,050. This compares with the benchmark for matriculants entering Master Pay Scale grades of $2, 500.
Fire Services
The specific changes proposed are mainly structural, resulting in closer alignment with the structure of police officer ranks. One major exception is the recommendation that officer ranks of the Ambulance Command should cease to be paid on scales identical to Fire Officers because of the very different nature of their day to day duties. Lower scales are proposed, nevertheless still representing some increase over current rates. These new scales are in line with those of the Customs and Excise and Prisons Services.
