While alterations took place it would be just possible

to ask staff to share offices if it was decided to set

up the new China Trade Unit before May 1980;

the Department should be aware that high rents will have

to be paid for residential accommodation for any additional

UK based staff;

the addressing of telegrams and letters to posts in

Hong Kong by Whitehall departments needs careful attention.

Most originators send telegrams and letters to "Hong Kong"

"British Embassy Hong Kong" or "Chancery Hong Kong"

without designating whether they are for the Hong Kong

Government or the Trade Commission. We must try to stop

communications for the British Trade Commission and its

China Trade Section being inadequately addressed in this

way. I have suggested in the past that the telegram

examiners and the outward bag room should require

communications to be addressed either to "Hong Kong

Government" or "British Trade Commission Hong Kong" i.e.

"Hong Kong" should not be acceptable as an addressee in

the same way that New York' or 'Brussels' is not accepted.
