SECTION 'B'

ADMINISTRATION REQUIREMENTS FOR MEETING

THE JOB DESCRIPTION.

I suggest that in order to match the duties set out

in Section 'A' the China Trade Unit would need to have:-

,

(a)

A senior First Secretary (possibly Grade 5S)

(b)

A Second Secretary assistant.

(c)

A locally engaged Grade III Commercial Assistant.

(d)

A Personal Assistant cleared to handle classified work.

(e)

A U.K. based confidential registrar (Grade 10) who

would serve both the Unit and the Trade Commission

as a whole.

2.

I suggest that one member of the Unit must have previous

and relevant experience of the Peking commercial scene in order

to become rapidly effective in his relations with Hong Kong and

visiting British businessmen.

3. The Head of the Unit and the PA must all be cleared to

handle at least 'CONFIDENTIAL' material. The Head of Unit must

be able to see material up to 'SECRET' and above on a "need to

know" basis.

The Unit will require an adequate confidential registry
