I understand that partly as a result of letters which I have sent to Personnel Policy Department and Information Policy Department you will visit Hong Kong from July 8-15 after completing your inspection of the Embassy in Peking. As I shall unfortunately be in the United Kingdom on UK leave, have set out in the attached minutes some thoughts on the job se which is required to be done, the staff and facilities which will be required and the current administration situation of which you will need to take account.

I must stress that the staff of the Trade Commission are presently fully occupied in dealing with trade promotion in Hong Kong which in spite of all the attention to China still takes four times the value of our exports to the PRC. It is therefore vital that we should not develop our ability to service China trade enquiries at the expense of trade promotion in Hong Kong.

The contents of the enclosures have been discussed with Mr. Barry Gane, Head of JSSG and Dr. D. Wilson, Political Adviser. Mr. Gane and I hope it will be possible to discuss your findings with you on your return to the UK before they are submitted to the Chief Inspector.
